I heard a rumor from a neighbor of mine that the reason a lot of garbage cans were taken away is b/c people used them to throw out regular household trash (ie. throwing out a large filled garbage bag as opposed to regular litter and such). This may be what the city is referring to. But that still doesn't make a lot of sense since i know of plenty of neighborhoods where this does happen frequently and the city still provides plenty of garbage cans and picks up the trash.

That makes no sense--as you point out. Why have a garbage can that you remove if people actually use it? And why is there no regular pick up if it's on a main artery? After all, there are always various garbage and other trucks speeding through Caton (and speeding through its red lights...)
