I recall reading about rampant crime and drug use/sale on Newkirk. The article quoted someone saying that it was nicknamed "New Crack Avenue".
As I've said before that bronze plaque melted down will pay for someone's fix. (The FDR ped path had bronze inset street name plaques as part of the renovation a few years back. Mostly gone.)
